एस पी सिंह की रचनाओं का पहला संकलन

एसपी यानी सुरेंद्र प्रताप सिंह के कई परिचयों में यह भी एक परिचय था। दूरदर्शन पर प्रसारित कार्यक्रम आज तक के संपादक रहते हुए एसपी सिंह सरकारी सेंसरशिप के बावजूद जितना यथार्थ बताते रहे, उतना फिर कभी किसी संपादक ने टीवी के परदे पर नहीं बताया।

एसपी आज तक के एंकर-संपादक ही नहीं थे। अपने दमखम के लिए याद की जाने वाली रविवार पत्रिका के पीछे संपादक सुरेंद्र प्रताप सिंह की ही दृष्टि थी। दिनमान की विचार पत्रकारिता को रविवार ने खोजी पत्रकारिता और स्पॉट रिपोर्टिंग से नया विस्तार दिया। राजनीतिक-सामाजिक हलचलों के असर का सटीक अंदाज़ा लगाना और सरल, समझ में आने वाली भाषा में साफगोई से उसका खुलासा करके सामने रख देना उनकी पत्रकारिता का स्टाइल था। एक पूरे दौर में पाखंड और आडंबर से आगे की पत्रकारिता एसपी के नेतृत्व में ही साकार हो रही थी।

शायद इसी वजह से उन्हें अभूतपूर्व लोकप्रियता मिली और कहा जा सकता है कि एसपी सिंह पत्रकारिता के पहले और आखिरी सुपरस्टार थे। यह बात दावे के साथ इसलिए कही जा सकती है क्योंकि अब का दौर महानायकों का नहीं, बौने नायकों और तथाकथित नायकों का है।

एसपी जब जब संपादक रहे, उन्होंने कम लिखा। वैसे समय में पूरी पत्रिका, पूरा समाचार पत्र, पूरा टीवी कार्यक्रम उनकी जुबान बोलता था। लेकिन उन्होंने जब लिखा तो खूब लिखा, समाज और राजनीति में हस्तक्षेप करने के लिए लिखा।
जन पक्षधरता एसपी सिंह के लेखन की केंद्रीय विषयवस्तु है, जिससे वे न कभी बाएं हटे, न दाएं। इस मामले में उनके लेखन में जबर्दस्त निरंतरता है। एसपी सिंह अपने लेखन से सांप्रदायिक, पोंगापंथी, जातिवादी और अभिजन शक्तियों को लगातार असहज करते रहे। बारीक राजनीतिक समझ और आगे की सोच रखने वाले इस खांटी पत्रकार का लेखन आज भी सामयिक है।

जाति जनगणना की त्रासदी और प्रहसन

आखिर जिसका अंदेशा था, वही हुआ। पिछले साल लगभग यही समय था, जब लोकसभा में जातिवार जनगणना पर बहस हुई थी। और यादव-त्रयी ने ही नहीं, जैसा कि आम तौर पर प्रचारित किया जाता है, बल्कि देश के तमाम राजनीतिक दल इस बात के लिए सहमत हो गए थे कि जनगणना में भारत की सामाजिक संरचना का लेखाजोखा होना चाहिए और इसके लिए जनगणना में जाति को शामिल किया जाना चाहिए। इस व्यापक सहमति में कांग्रेस और भाजपा से लेकर वाम दल और शिवसेना से लेकर तमाम क्षेत्रीय दल शामिल थे। इस प्रस्ताव का विरोध किसी भी पक्ष ने नहीं किया। ऐसा व्यापक आम सहमति के मौके संसदीय इतिहास में विरल होते हैं। इसे देखकर प्रधानमंत्री ने यह घोषणा भी कर दी कि सरकार सदन की भावना से अवगत है और कैबिनेट इस बारे में जल्द फैसला करेगी।

लोकसभा इस देश की सबसे बड़ी पंचायत है। देश की लोकतांत्रिक सत्ता की सबसे बड़ी पीठ। ऐसा कहा और माना जाता है कि लोकसभा में जो तय होता है, जैसा तय होता है, देश और सरकार उसी हिसाब से चलती है। जनगणना को लेकर लोकसभा में चर्चा मई, 2010 में हुई थी। एक साल बाद अब अगर देखें कि उस आम सहमति और प्रधानमंत्री के वादे का क्या हुआ, तो बेहद त्रासद तस्वीर सामने आती है। आज देखें स्थिति क्या है? हर दस साल पर होने वाली जनगणना 2011 की फरवरी में जाति संबंधी आंकड़े जुटाए बगैर संपन्न हो गई। इस जनगणना के लिए 25 लाख सरकारी शिक्षक देश में दरवाजे-दरवाजे गए। तमाम तरह के सवाल उन्होंने पूछे, लेकिन वह सवाल नहीं पूछा, जिसे पूछना लोकसभा में तय हुआ था। इस सवाल का जवाब अब किसी के पास नहीं है कि 2011 की जनगणना में जाति का कॉलम क्यों नहीं जोड़ा गया।

पीछे जाना तो संभव नहीं है, लेकिन बेहतर होता कि सरकार ने 2011 की फरवरी में ही जाति संबंधी आंकड़े जुटा लिए होते। इसकी कई वजहें हैं। भारत में जनगणना का काम जनगणना अधिनियम,1948 के तहत होता है। इस अधिनियम के तहत होने की वजह से जनगणना के काम में किसी भी सरकारी कर्मचारी अधिकारी को लगाने का वैधानिक अधिकार सरकार के पास होता है। इस कानून के तहत गलत सूचना देना अपराध है। हर दस साल पर होने वाली जनगणना के काम में सरकारी शिक्षकों को लगाया जा सकता है। लेकिन किसी और सर्वे के लिए उन्हें नहीं लगाया जा सकता। शिक्षा के अधिकार कानून के तहत भी यह प्रावधान है कि सरकारी शिक्षकों को चुनाव और जनगणना के अलावा किसी सरकारी काम में नहीं लगाया जा सकता। साथ ही जनगणना कानून की वजह से कोई व्यक्ति जनगणना के फॉर्म पर जो जानकारी देता है, उसकी व्यक्तिगत जानकारी गोपनीय रखी जाती है। आंकड़ा संकलन में ही इस जानकारी का इस्तेमाल होता है, इस वजह से कोई व्यक्ति सहजता से खुद से जुड़ी जानकारियां जनगणना कर्मचारी को दे देता है। संसद में जब इस बारे में सवाल पूछा गया कि अलग से जातिवार गणना कराने का क्या फायदा है तो सरकार इसका कोई जवाब नहीं दे पाई।

अब क्या होने वाला है, इस पर विचार करें तो यह पाएंगे कि जाति संबंधी जानकारी इकट्ठा करने पर लोकसभा में बनी सहमति का सरकार ने पूरी तरह मजाक बना दिया है। कैबिनेट ने इस काम को जिस तरह से कराने का फैसला किया है, उस पर बिंदुवार विचार करने की जरूरत है।

इस संदर्भ में एक महत्वपूर्ण पहलू है, सरकार की घोषणा का समय। प्रधानमंत्री ने जाति जनगणना के बारे में घोषणा संसद में की थी। लेकिन अब कैबिनेट ने ऐसे समय में जाति की गिनती का फैसला किया है, जब संसद का सत्र नहीं चल रहा है। सरकार ने कहा है कि यह गणना जून से दिसंबर 2011 के बीच कराई जाएगी। यानी जब संसद का मानसून सत्र शुरू होगा तब तक जाति के आंकड़े जुटाने का काम शुरू हो चुका होगा। यानी संसद के पास कैबिनेट के इस फैसले पर विचार करने का अवसर नहीं होगा। समय का मामला इसलिए भी महत्वपूर्ण है क्योंकि फरवरी 2011 की जनगणना से जाति को बाहर करने का फैसला 9 सितंबर, 2010 को आया था। संसद का सत्र उस समय भी नहीं चल रहा था और सितंबर की घोषणा के एक पखवाड़े के अंदर देश के उन जिलों में जनगणना शुरू कर दी गई, जहां सर्दियों में बर्फ गिरती है। यानी सरकार के फैसले पर पुनर्विचार करने के लिए संसद को कोई मौका ही नहीं मिला, क्योंकि शीतकालीन सत्र शुरू होने से पहले ही जनगणना शुरू हो चुकी थी। उचित यह होता कि सरकार मानसून सत्र में संसद को यह बताती कि जाति की गिनती वह किस तरह कराना चाहती है, ताकि संसद में इस पर विचार-विमर्श होता और लोकतांत्रिक तरीके का पालन किया जाता। उम्मीद की जा सकती है कि मानसून सत्र में इस मसले पर संसद में जमकर बहस होगी और जाति गणना कुछ महीनों बाद ही सही, पर सलीके से संपन्न होगी।

सरकार की ताजा घोषणा में एक और पेंच यह है कि जाति गणना के काम को जनगणना अधिनियम से बाहर रखा गया है। इस वजह से जनगणना की प्रक्रिया को प्राप्त कानूनगत और प्रशासन संबंधी सुविधाएं प्राप्त नहीं होंगी। सरकार ने इसी वजह से कहा है कि जनगणना के काम में शिक्षकों को नहीं लगाया जाएगा। यह काम राज्य सरकारों के हवाले छोड़ दिया गया है। राज्य सरकारें इसमें अपने कर्मचारियों से लेकर आंगनबाड़ी कार्यकर्ताओं तथा महात्मा गांधी नरेगा के मजदूरों का इस्तेमाल करेगी। अप्रशिक्षित लोगों को आंकड़ा संग्रह में लगाए जाने की वजह से इस प्रक्रिया में मिले आंकड़ों की विश्वसनीयता संदिग्ध रहेगी। दूसरी प्रक्रियागत खामी यह है कि लोग जो जानकारी देंगे, उसे कागज पर नहीं भरा जाएगा। इस जानकारी को एक कंप्यूटरनुमा मशीन पर दर्ज करके तहसील स्तर पर कंप्यूटर सर्वर में डाला जाएगा। एक तो इतनी बड़ी संख्या में मशीन उपलब्ध कराना और फिर लोगों को प्रशिक्षित करना बेहद मुश्किल काम होगा। दूसरे, मशीन से आंकड़ा संग्रह करने के कारण इन आंकड़ों की दोबारा जांच की संभावना भी खत्म हो जाएगी।

सरकार जिस तरह से जाति गणना के साथ गरीबी रेखा से नीचे के लोगों का आंकड़ा जुटा रही है, उससे इस प्रक्रिया को लेकर सरकार की नीयत पर संदेह होता है। जाति जनगणना के साथ यह जरूरी है कि शिक्षा, रोजगार, सभी स्तरों की सरकारी नौकरियों और आर्थिक स्थिति से संबंधित जानकारियां जुटाई जाएं। अभी सरकार ने जो बताया है उसके हिसाब से इस तरह की जानकारियां नहीं मांगी जाएंगी। अगर सात महीने तक जाति गणना करने के बाद भी यह न मालूम हो कि देश में किस जाति में किस स्तर तक पढ़ाई करने वाले कितने लोग हैं और किन जातियों के लोग सरकारी नौकरियों में कम या ज्यादा हैं तथा अलग अलग वर्ग की नौकरियों में किन किन जातियों के लोग कितनी संख्या में हैं, तो इस कवायद का खास मतलब नहीं रह जाएगा। हजारों करोड़ रुपए खर्च करके सरकार जब आंकड़ा संग्रह करा रही है तो देश की सामाजिक सच्चाई पूरी विविधता के साथ सामने आनी चाहिए।

संसद में सभी दलों के सांसदों ने जातियों से संबंधित आर्थिक शैक्षणिक आंकड़े जुटाने की मांग की थी। इसका आदर किया जाना चाहिए। गरीबी रेखा को लेकर केंद्र सरकार की हमेशा शिकायत रही है कि राज्य सरकारें गरीबों की संख्या बढ़ाकर दिखाती है, ताकि केंद्र से ज्यादा आर्थिक मदद मिल सके। इसलिए सरकार गरीबों से संबंधित आंकड़ा जुटाना चाहती है। लेकिन इस काम को जाति जनगणना से साथ जोड़ना सही नहीं है। इसके लिए सरकार को अलग से एक आयोग बनाकर आंकड़े जुटाने चाहिए।

अब सरकार ने पूरे मामले को जहां पहुंचा दिया है उसमें यही हो सकता है कि वह 2021 की जनगणना में जाति को शामिल करने के बारे में अधिनियम पारित करे ताकि जाति के आंकड़े अलग से जुटाने में होने वाले खर्च और मुश्किलों से बचा जा सका। सरकार को इस संबंध में सारी आशंकाओं का जवाब देना चाहिए। फिलहाल सरकार यह कर सकती है कि अगले साल यानी 2012 की फरवरी में जाति जनगणना कराने की घोषणा करे। इस जनगणना में सामान्य जनगणना के तमाम सवालों के साथ ही जाति, शैक्षिक स्तर और विभिन्न वर्गों की नौकरियों के बारे में सवाल पूछे जाएं। यह काम जनगणना अधिनियम के तहत जनगणना आयुक्त के माध्यम से ही कराया जाए और इसमें सरकारी स्कूलों के शिक्षकों को ही आंकड़ा संग्रह करने के लिए लगाया जाए। इस वजह से विद्यार्थियों और शिक्षकों को होने वाली दिक्कतों के लिए सरकार को उनसे क्षमायाचना करनी चाहिए क्योंकि यही काम फरवरी 2011 में आसानी से पूरा हो सकता था। सरकार की मंशा इस मामले में शुरू से ही टालमटोल वाली रही है। कभी वह जाति का आंकड़ा जुटाने में होने वाली दिक्कतों की बात करती है तो कभी बायोमैट्रिक पहचान संख्या देने के क्रम में अगले कई सालों में जाति के आंकड़े जुटाने की बात करती है।

आजादी मिलने से पहले, 1941 में देश में जाति की आखिरी बार गिनती तो हुई थी, लेकिन विश्वयुद्ध की वजह से आंकड़ों का संकलन नहीं किया जा सका था। 1931 की जनगणना के जातिवार आंकड़ों के आधार पर देश में अब भी नीतियां बनती हैं, योजनाओं के लिए पैसे दिए जाते हैं। आजादी मिलने के समय देश में यह भावना जरूर रही होगी कि आधुनिक भारत में जाति का अस्तित्व धीरे-धीरे खत्म हो जाएगा। इसलिए 1951 की जनगणना में जाति की गिनती नहीं हुई। लेकिन यह सपना हकीकत में तब्दील नहीं हो पाया। जाति को लेकर आंख मूंदने से जाति खत्म होने की जगह मजबूत ही हुई है। इसलिए अब इस बात की जरूरत है कि जाति की हकीकत को स्वीकार किया जाए। इससे संबंधित आंकड़े जुटाए जाएं और नीति निर्माण में उन आंकड़ों का इस्तेमाल किया जाए। जाति को गिना जाए, ताकि जाति को खत्म करने की दिशा में ठोस कदम उठाए जा सकें। आंख बंद करने से यह दुश्मन पीछा छोड़ने वाला नहीं है। इसकी आंखों में आंखें डालकर इसे चुनौती देनी होगी। तभी जातिमुक्त भारत का महान सपना साकार हो पाएगा। सरकार को अब यह बात स्वीकार कर लेनी चाहिए।

As per a recent report there was serious differences between ministers Salman Khurshid and Kapil Sibbal over whether Jamia Millia , a tax payer funded institute, should have religious reservations. Kapil Sibbal opposed it and Kapil was supported by Arjun Singh. Ofcourse Salman's view finally prevailed and Jamia now has religious reservations policy implemented like that of AMU and St Stephens. Are we going to blame late Arjun Singh for this too? Media needs to put facts correctly.

Bhopal Gas tragedy was terrible but it was an accident due to negligience of Union Carbide company not following the adequate safety procedures. As about Anderson- it is well all documented that Rajiv Gandhi led govt had to ask then CM Arjun Singh to release him as there was a diplomatic crisis at that point. Please get educated on facts and then comment.

When YSR Reddy, who was accused of Rs.70,000 corruption, taking the state of Andhra Pradesh to the verge of bankruptcy, did controversial actions in Tirupati, worked against national intergration and harmony amongst people etc, died in a plane crash, everyone called him a "great" leader and there was a rat race in UPA to claim "YSR legacy". Even the holy town of Kadappah was renamed in his name as "YSR District". In contrast, today a popular leader Arjun Singh who worked as Chief Minister for a decade, tackled dacoit problem in Chambals, architected Rajiv-Longowal agreement during his tenure as Punjab governor and contributed to the national integration has passed away and some misguided people seem to be criticising him without knowing facts. Ofcourse he may have been wrong in some policies in HRD ministry but this does not mean that we insult a person in death. Also, FYI- I am not a beneficiary of his reservation(just to put record straight).

He used public life as a field for politicking and jockeying for influence. He personified much that was wrong about the culture of the Congress party - promotion of self through vulgar display of loyalty to the Gandhi family, doublespeak that went by the name of secularism, exploitation of caste and communal identity to create vote-banks, absence of scruples and principles, a single-point quest for position and high cabinet berth. It is to Sonia Gandhi's credit that she gradually sidelined this man - if she had trusted him with a Prime Ministerial stint (instead of Manmohan Singh) he would probably have done much harm to India. We are at an hour when Mother Time seems to be cleansing the Indian political space of much of its accumulated fetid personalities. A better India is emerging out of this process - I do not doubt that at all

Dear Editor, while I also had some misgivings about some of the policies of Late Mr.Arjun singh, still I am appalled by the insensitive and false points mentioned by semi literate commentators on this website. As a matter of fact, Arjun Singh was Architect of Rajiv-Longowal accord, was a powerful administrator, a popular leader and a devout religious person. How ironical it is that on his death today, Soniaji hasnt even released even a condolence message till now. If it wasnt for Arjun Singh -Sonia would never have become so powerful in politics. And I am very sure that he would have been atleast 1000 better PM than Manmohan.

He is responsible for one of the worst things that happened to India i.e. Reservations. he was also one of the person who helped a criminal like Anderson to flee nd he was the first one to flee when that tragedy happen. Is this what a leader is supposed to do. We are all civilized and I appreciate your call for optimism but this is a wrong place. he deserves no good words. His demise is unfortunate. Hope his soul would find peace in that another world. But people like him would go down the history without any one remembering them. Through out his life he served his dirty political party instead of serving his country. Even in his final moments he played very crucial role in Khangrace vote bank politics. I think the right thinking people of India can heave a sigh of relief now. There are some more people like the Italian looters, Doggy jai singh, Manish Tiwari, Abhishek Singhvi, Kapil Sibal who keep making superstitious, irrational, unreasonable and ridiculous statements without even an iota of shame. These people have lot of future. But I wish that they enjoy their bright future in some other country.

Your point is misplaced. The Bhopal disaster was not his fault but an accident. Even the chairman was released by him under the orders of then PM and MEA incharge Rajiv Gandhi due to external pressure. I am not a Arjun Singh supporter but lets not distort the truth.

Arjun Singh was one of the very strong leaders of Congress. If it was not for Arjun Singh, Sonia would never have become so powerful. Ofcourse she ditched him after gaining power. During UPA-1 he did create a few controversies,largely attributed to the false propoganda by his opponents within Congress, but still would be remembered as a leader who was misunderstood and could not gain his rightful position as the PM of the nation. Needless to say that our lameduck Manmohan does not have even 1% of the political accumen and leadership quality that Arjun Singh professed. RIP Arjun Singh!

But honestly, I remember him for 2 things.. one for safely allowing the owner of the bhopal gas which caused the bhopal gas tragedy to escape and increasing the reservations in AIIMS and other institutions. Many of us who protested against this had to face tear gas. Hope he would have understood why quotas in fields like medical is dangerous when he was in hospital in AIIMS and got treated by a doctor who lacked merit but got his doctor post only because of his caste.

Additional controversy was created in 2005 by drafting the proposed 104th Amendment Bill to the constitution, which subsequently became the 93rd Amendment. According to this amendment, which has yet to pass the 'Basic Structure' test of constitutionality by the Supreme Court, all private unaided educational institutes could be asked by their State Governments to reserve seats for designated Other Backward Classes. Controversies Bhopal Gas Tragedy Arjun Singh was the Chief Minister of Madhya Pradesh when the deadly gas leak from the Union Carbide factory occurred. It is widely alleged that on the fateful night between December 2, 1984 and December 3, 1984 , when the gas leak occurred, Arjun Singh fled to his Kerwa Dam palace (outside Bhopal) to save himself from deadly effects of leaked gas and was not available to manage the crisis or lead the administration. He is facing a lot of flak, in the wake of 7 June 2010 verdict on Bhopal Gas Disaster pronounced by the Chief Judicial Magistrate, Bhopal. The media is raising serious questions about his role in the release of Warren Anderson.[5] While Arjun Singh was the Chief Minister of Madhya Pradesh, he was involved in the scandal which was called by some the Churhat Lottery case in the 1980s, in which allegations, never proved, were levelled that he had helped set up a phony state lottery.
